I bring news of the 5th Edition of The Foundation Manual which has rolled off the new Print-On-Demand presses. We are currently finalising the website for ordering of the Manual and I can announce the final pricing of the manual for individuals and club purchases. We have structured the ordering so that an individual can order a manual and have it printed and posted directly to them for $39.95+GST and postage. We have also expanded the club buy options with three levels of quantity ordering of 5, 10 or 20 manuals at a time and there is a sliding scale of per manual cost of $38.28+GST, $36.61+GST and for 20 manuals, a per manual cost of $34.95+GST + postage on each bulk purchase. There will be some website and social media posts as well as emails out to affiliated clubs in the very near future with the full details of the new arrangements. In other news the Board is about to go out to all WICEN and EmComm organisations with a consultation request on the draft WIA Land Mobile Frequency Policy and Authorisation Form for the use of the WIA 5MHz Frequencies by WICEN organisations. We have compiled a long list of organisations involved in WICEN and EmComm activities however there may be WICEN and EmComm organisation that are hidden within Affiliated Clubs - therefore can you please let me know via email if your WICEN/EmComm group is one of these and I will include them in the consultation. ACMA RadComms 2026, held in Melbourne on 25 and 26 August, brought together government, regulators, telecommunications and space industries, researchers and spectrum specialists to examine how Australia's radio spectrum will meet rapidly changing communications needs. WIA representatives Peter Young VK3MV and Justin Giles-Clark VK7TW attended the conference, where major themes included 6G, AI, satellite Direct-to-Device communications, LEO constellations, the Universal Outdoor Mobile Obligation and the increasing convergence of terrestrial and non-terrestrial communications. For amateur radio, the international spectrum discussions were particularly important. Preparations for WRC-27, new satellite systems and changing spectrum requirements demonstrate the increasing competition and complexity surrounding the radio spectrum. The IARU was specifically acknowledged during discussion of the international ITU process, reinforcing the importance of amateur radio maintaining representation through the WIA, IARU and engagement with the ACMA. Away from the presentations, Peter and Justin held valuable discussions with ACMA staff about amateur radio administration, assessor approvals and improving engagement with the amateur community. They also learned that additional ACMA resources are being directed towards amateur radio processes. RadComms therefore provided the WIA with both an insight into where radiocommunications technology and regulation are heading and, equally importantly, an opportunity to strengthen the relationships with our regulator that help ensure Australian amateur radio has a voice in the future of spectrum management. Earlier in the week I forwarded an email from WIA President Scott Williams to all Affiliated Club Presidents & Secretaries announcing another exciting new initiative provided by the WIA. As mentioned in the Presidents letter, the WIA has for some time been considering feedback from clubs about the need for the provision of training and guidance on Club Governance for Affiliated Clubs. Well, in response the WIA has taken on that feedback and have now engaged the services of a professional organisation to provide this training to all Affiliated Clubs. Associated Forums is a professional organisation that specializes in the provision of practical and relevant training for Club Executive Committee members across a range of areas pertaining to Club Governance. Associated Forums will present three courses conducted as Webinars in the coming weeks. Please refer to Scotts letter for the details of the specific dates and times these webinars will be held. The first webinar will provide training in the role and responsibilities of governing committee members to both clarify and enhance their understanding and implementation of their respective roles and responsibilities. There will be two ninety-minute sessions available for clubs committee members to attend. The second webinar is directed at those Affiliated clubs that are not incorporated and may be interested in becoming incorporated and will be presented with options available for these clubs to achieve this. This webinar will be only offered once and is for one hour duration. These webinar training sessions are presented at no cost to clubs. Regardless of your current experience and understanding of your committees role, I strongly urge all club committee members to attend to take advantage of this unique opportunity to increase their understanding from a professional organisation. AUSTRALIANA Two Western Australian men, aged 21 and 23, have been charged as alleged principal participants of hacking group TeamPCP following raids in Cottesloe, Hamilton Hill and Mandurah. The joint AFP, WA Police and FBI operation alleges TeamPCP inserted malicious code into open-source software, potentially compromising more than 1000 organisations worldwide. Police estimate the campaign enabled the theft of more than 500,000 credentials and the exfiltration of at least 300 gigabytes of data, with remediation costs potentially running into hundreds of millions of dollars. tinyurl.com/4vn54bch (itnews) The Northern Territory government plans to offer digital driver's licences built to internationally recognised standards by the end of the year. The Motor Vehicles Amendment (Digital Licences) Bill 2026 establishes the legal framework for eligible Territorians to carry a secure digital licence on their smartphone. Minister Joshua Burgoyne said the digital licence will prove a person's authority to drive, confirm they are over 18 and verify identity in participating situations. The government added that Territorians will still be encouraged to carry their physical card when travelling interstate or overseas while national cross-border recognition arrangements continue to develop. The competition for radio frequencies between two satellite internet service providers has entered a new stage. SpaceX has formally requested the United States regulatory authority to evaluate its rivals operational license. The firm asserts that the rivals equipment will generate significant radio interference to Starlink. The claim pertains to the frequency bands spanning from 18.8 to 19.3 gigahertz and from 28.6 to 29.1 gigahertz. Starlink has historically possessed the authorization to utilize these bands for data transmission to and from Earth. Conversely, Viasat intends to employ the same frequencies on its newly developed satellite, which is scheduled to operate in geostationary orbit at an altitude exceeding 35,000 kilometres above the Earths surface. Student broadcasters from nearly a thousand institutions worldwide are about to compete for a new title. The International Student Broadcasting Championship has opened its 2026 competition spanning radio, podcasting, digital content, and esports broadcasting. Founded in 2023 by Australia-based RAMP Media, ISBC has grown into a global platform with participation from close to 1,000 institutions worldwide. Co-founders Phillip Vinciullo and Annwen Burrows built the competition around student development, pairing entrants with an international panel of working media professionals for feedback alongside the judging itself. Shock Radio, the student station at Englands University of Salford, enters this cycle as the defending Station of the Year champion after what ISBC called the most competitive year in the events history. Last year, student broadcasters from a dozen countries took home honours. Entries opened September 1 and will close October 30. New Zealand's national stadium Eden Park for years did not notice that its email settings referenced an expired domain for an anti-spam service, making it possible for an attacker to silently capture potentially revealing message authentication reports. It was discovered that the DMARC record in the domain name service configuration for edenpark.co.nz contained a reference to spamcontrol.co.nz which had lapsed years ago. That domain was used as part of the address to which message authentication reports from large email senders should be sent. In a test which discovered this, "It only took just 30 days to map infrastructure and gain visibility into 600 companies, sponsors, sports associations, event companies, celebrity agents. US officials are backpedalling on claims that several government agencies were hacked by Chinese spies, now saying that the organizations were among the hackers' targets. In a freshly edited statement, the US Justice Department said that the US Senate, the Federal Reserve, NASA, and others were "among the targets of QTFY," a Chinese spy platform that officials called out during an internet domain seizure operation. A previous version of statement said the government agencies had been among the hackers' victims. A note left at the bottom of the newly edited statement said that "edits have been made to ensure this press release accurately reflects the governments allegations in the affidavit in support of the domain seizures." Reuters could not immediately establish which specific agencies the government now believed had been targeted and which ones had been breached. Messages seeking clarification from the Justice Department, the FBI, and CISA were not immediately returned. A promise to pay within a week turned into another broken deadline, and now a Montana FM Radio Station has lost its license entirely. The FCC has revoked KBOQ, after owner Southwest Montana Media failed to settle delinquent regulatory fees dating back to 2019. SEVEN YEARS. FCC Regulators warned the company in an April 24 order giving it 60 days to pay the debt or explain why it should be waived. When that deadline passed without payment, Commission staff followed up directly with the owner by email in July. The owner replied that he would pay the balance within a week. He did not, and after a second extension and a final written warning later that month, the debt remained unpaid. The Commissions September 1 order terminates all authority to operate KBOQ, deletes its call sign, and dismisses the stations pending license renewal application. Any continued operation of the facility is now unauthorized. Two Australian radio amateurs are currently based at two different Australian Antarctic research stations and operating as time, work and Antarctic conditions permit. At Davis Station, David Scott VK2JDS is operating as VK0DS. At Casey Station, Tom Blunt VK2TBC is operating as VK0TBC. Opportunities to work Australian Antarctic stations are uncommon enough that having two active at the same time deserves a prominent place on the DX radar. VK0DS at Davis is expected to remain there until around the end of October. David has previously demonstrated that Antarctic amateur radio need not stop at HF, having experimented with 2-metre EME from Davis during his earlier deployment. Meanwhile VK0TBC at Casey, which is Australia's closest permanent Antarctic station, about 3,880 kilometres due south of Perth, while Davis is Australia's most southerly Antarctic station, SSW of Perth and approximately 4,700 km. HEMA stands for HuMPs Excluding Marilyns Award. To the uninitiated that might be confusing however a HuMP is a summit that has Hundred Metre Prominence, meaning that it sticks up above the surrounding land by at least 100m. A Marilyn is a summit with 150m prominence. HEMA then is an award for HuMPs with a prominence of less than 150m. Marilyns have their own award scheme through SOTA. The HEMA scheme currently operates in the UK and Ireland, other parts of Europe and Australia. So why activate HEMA HuMPs? Some of our finest hills fall into this group, proving that size isn't everything. Most HEMA HuMPs are not visited that frequently and so provide a degree of solitude that the bigger summits often lack. The Chinese Academy of Sciences believes this could signal the beginning of a so-called "information highway" for high-speed data transmission that can eventually serve missions to the moon. The distance covered was 400,000 km. The greater bandwidth, faster speed and increased security offered by laser communication have all been viewed as great benefits but they were offset by such obstacles as the need for precise beam alignment, weakness of the signal and speed of transmission. To get improved results researchers developed high-speed superconducting single-photon detection technology to assist with copying the signals; they also made use of high-bandwidth signal processing technology, reporting transmission rates of 1.25 Mbps uplink and 100 Mbps downlink. Turkeys recent achievements in human spaceflight underscore its commitment to space exploration. During the exercise the unit was supported by Bob, VK2ADF, Tony VK2VIC, Pete VK2LP and our very own YOTA, and my brother, Alec VK2MV. Over the weekend the unit participated in the annual Amateur Radio Remembrance Day Contest using the callsign VK2OCC. The Cadets learned about the contest and how it commemorates the amateur radio operators who paid the ultimate sacrifice in World War II. A key part of the exercise was for the Cadets to learn the importance of accurate radio procedure and discipline, especially brevity, clarity and accuracy. Cadets also participated in a fox hunt, where radio direction finding (RDF) equipment was used to locate a hidden transmitter. Alec VK2MV planned and provided supervision of the fox hunt activity providing a new and fun experience for the cadets. As Lee VK3GK let us know last week, something truly special is happening this November with the DXpedition that is a once-in-a-lifetime opportunity for young amateur radio operators. The VK9XY DXpedition will activate Christmas Island. This is a youth-led international team of eight young operators with veteran DXpeditioners Gregg W6IZT and Glenn W0J as their advisors and mentors. As Lee mentioned, the team is looking for a number of Australian Youth Operators to participate in this global event.
