This will make the heating and cooling of the clubrooms much more energy efficient and make the clubrooms more comfortable in summer and winter. The Wireless Institute of Australia, as Australia’s peak body for Amateur Radio, was invited by the Australian Government to attend the World Radio Conference WRC-19. Dale VK1DSH and Peter VK2EMR attended the event representing the WIA. Dale and Peter have published a report which is available on the WIA web site. I encourage listeners to have a read as it is a most informative. A link is provided in the text version of this broadcast 1. The expense of having representatives go to WRC-19 have been significant. The WIA is very pleased with the donations that have been received from state organisations, local radio clubs as well as from individual amateurs. We thank you very much for those donations. Donations towards WRC-19 can still be made by contacting the national office 2. The election for a number of positions on the Board of Directors of the WIA will be held in February. Nominations for positions are now open and I encourage members to nominate. As John VK4JJW said 2 weeks back it would be great to have more nominees than positions, he also stated that it would be great to have some female board members. So, get active and support the institute by nominating for a position on the Board of Directors. Nominations close on 31 January 2020, that’s only 5 weeks away. Perhaps some of the ALARA members we have heard in this broadcast might consider nominating. Registrations for the Future of Amateur Radio POLL continue to be received. Registrations from non wia members has now reached over 550 as at the time of recording this broadcast. All members of the WIA, numbered at well over 3000, are automatically enrolled in the poll. The actual POLL should be open to registered participants commencing next month. The first poll will be about Amateur Radio Callsigns, and more specifically about the use of the 4-letter suffix being used by Foundation Licensees. There will be a number of options presented in the poll but it will be up to you as licenced amateurs to select the best option for the amateur radio service. It is about 11 years since the previous sunspot minima. As the number of spot-free days continues to increase we will start seeing the new sunspots of Cycle 25. Sunspot maximum is likely to occur in 2024 or 2025, with some forecasts holding out some hope that a sunspot maximum may equal that of Cycle 24. So, get those antennas in the air and start talking. The World Radio Conference WRC-19 – held every 3 to 4 years concluded its month long, biggest ever conference in Egypt at the end of November. With 3,300 delegates, this is a major event that required years of preparatory work. The WIA nominated two representatives to represent the WIA and the Australian Amateur radio service – the WIA attends these meetings as part of the Australian delegation at the invitation of DOCA – the Department of Communications and Arts. The WIA international representatives were Dale Hughes VK1DSH & Peter Pokorny VK2EMR. ( Note that and following our Prime Minister’s recent announcement – DOCA has ceased to exist as department and is now subsumed into a mega-department combining it with completely unrelated departments for increased efficiency – however, nowhere in my experience of organisational behaviour do larger departments result in increased effectiveness - sigh!). As an aside, it seems many delegates in the Australian delegation (and others) endured not just long meetings and protracted high-level negotiations but also succumbed to a compulsory weight loss program (via some local bugs) that had them – at least for a few days - making sure they were never too far from the restrooms ... WRC Highlights for amateur radio include:- AI-1.1: 50 MHz for Region-1 has been a remarkably successful result considering the diverse position and challenges faced over the years in preparatory studies. Given the range of proposals made by many countries, reaching consensus of the issue was challenging and it took 10 meetings of Sub-Working Group 4C1 (chaired by Dale VK1DSH) to deal with the issue, along with several meetings of higher-level groups. The WIA congratulates Dale for his super-star performance on this matter! AI-1.7: Small Satellites which are increasingly commercial have been granted access to the space operations bands at 137/149MHz away from amateur allocations AI-1.13: High frequency 5G Mobile An early success for amateurs was removal of the 47 – 47.2 GHz frequency band from the list of frequency bands under consideration for allocation to International Mobile Telecommunications (IMT) applications. Hence this result will not change our status in 47 GHz and has masks that should protect amateur and critical passive services at 24GHz and just below AI-1.15: 275-450 GHz – access preserved (via footnote 5.565) AI-1.16: 5 GHz Wi-Fi will see most expansion below amateur radio in the 5150-5250 MHz band, reducing its impact on our 5725-5850 MHz range AI-8: Footnotes – an upgrade saw Brazil and few other South American countries achieve Primary status in 430MHz for the amateur service on a national basis. Iran withdrew its name from the 136 kHz restrictions AI-9.1.6: Wireless Power – No Change to the radio regulations, but a welcome guidance note in the minutes to guide further studies AI-10 Future Agenda: Better scoping of the WRC-23 study item that will review the 23cm band 1240-1300 MHz (Galileo receiver protection etc.), as well as mitigation or deferral of some other items of concern. Amateur radio currently has secondary access to this band and the proposal, if successful, would see the loss of any access to this band due to interference concerns with the navigational system Galileo. Implementation: The ITU website has released the provisional acts as a huge 567-page PDF document – a tribute to the hardworking editorial and translation teams at the conference. These provisional acts are due to come into force on 1 January 2021, so no early changes are currently expected in practice The “call to action”: As the amateur and amateur-satellite service is recognised under the ITU (A United Nations agency) Radio Regulations (see RR Nos. 1.56, 1.57 and Article No. 25) there is a need to attend WRCs to advance the needs of the amateur service, either by striving for new bands or to protect existing bands. Such work is undertaken by amateurs who are part of national delegations (like Peter and Dale) or as representatives of the IARU, however as each WRC is a meeting of sovereign states, the IARU has observer status and cannot usually take a direct part in negotiations. However, amateurs who are part of national delegations and are designated co-ordinators or negotiators can take an active part in the meeting discussions, so their attendance at a WRC is critical to success. The importance of the IARU is that it provides a focus for amateur views and helps ensure that amateurs speak with a united voice which is essential for any success; also, the meeting chair may invite the IARU to provide information or views as appropriate. Without international representation, we can expect regulators globally and locally to succumb to the ever increasing commercial pressure to release more of the amateur spectrum. The Radio Amateur service has been losing spectrum to commercial pressures since 1922. Any WRC that results in NO loss of amateur spectrum is a good result! Whilst some losses are inevitable, especially in the GHz bands, maintaining a presence at these forums is the only way to minimise these losses. The WIA continues to receive donations towards our international representation from both members and affiliated clubs, which are very much appreciated. Attending the WRC every 3 -4 years is seen as essential non-discretionary expenditure for WIA, even though the WRC expenses (and preparatory meetings) will contribute in no small way to us running a deficit this financial year. These donations help in offsetting the non-trivial costs incurred by the WIA every 4 years. The WIA board sincerely thanks donors for their contributions (and for future contributions) to the Australian radio amateur service international representation. NEW ZEALAND AMATEURS AID IN RESCUE IN REMOTE PARK Just days before the volcanic tragedy, a team effort to rescue an injured man in a remote New Zealand park included radio amateurs took place. The radio amateurs in New Zealand were praised for their help in the rescue of a man who became injured on remote conservation land in Canterbury. The injured man was one of two who had been in the park when Rescue Coordination Centre New Zealand received a report of a personal locator beacon activation there near Benmore Hut. Detective Mark Buckley told the website stuff.co.nz that although a helicopter was sent to the scene, strong winds kept it away. It was not until 1:25 a.m. on Saturday that Volunteer Land Search and Rescue, or LANDSar teams accompanied by police found the two men. They provided medical aid to one of the men whose right leg had suffered lacerations and who was unable to walk. Detective Buckley credited the coordinated efforts of an Amateur Radio Emergency Communications team as well as volunteers from the Christchurch, Oxford and Ellesmere LandSAR teams. INDIA PHYSICS STUDENTS GET HAM RADIO OVERVIEW Students of applied physics got a ham radio experience they won't soon forget. Although the 50 physics students from throughout the Indian state of Gujarat had come to RK University in Rajkot for a five-day intensive programme on Applied Physics, two days into the agenda they took a detour into amateur radio. A four-hour presentation by VU 2 EXP gave them an overview of homebrew antennas, different modes of amateur radio, licencing procedure, ham radio events and practical uses for amateur radio. The students' curiosity really piqued however when VU2EXP took them to the terrace of the building and gave a demonstration of live satellite communications. Well-schooled in physics, the students were still surprised to hear about the power of ham radio - learning that even astronauts on the International Space Station can get on the air and that hams can make it to the moon, at least with their radio, using EME. AFRICA At WRC-19 in Egypt, the African Telecommunications Union requested assistance from the IARU to provide a speaker for the African Telecoms/ICT Day 2019 Commemorative Workshop in Mozambique from 5 to 7 December The theme of the workshop was "Using Technology to Save Lives: Emergency Communications for Disaster Risk Reductions and Management." Brian, ZS6YZ and Leon, ZS6LMG gave two presentations at the Workshop. The first presentation discussed what amateur radio is, and the role and value of amateur radio in an emergency where all other communications systems have failed. This presentation was so well received, that the Mozambique Regulator overnight initiated contact with the non-functioning Mozambique Amateur Radio League. They will now assist LREM in becoming an active organisation again, to be in a position to assist the Republic of Mozambique with emergency communications. SWEDEN RF pollution from solar panel installations The Swedish Electrical Safety Agency and the Swedish Energy Agency are investigating radio interference from installations with solar panels Sweden's national amateur radio society SSA reports: " Solar panels are becoming more and more common. An increasing problem is that interference can be created to radio reception. " The newsletter (LÄNK) from the Swedish Electricity Safety Agency states that they are looking more closely at the inverters and optimizers found in solar panel installations. They are doing this together with the Swedish Energy Agency in a project that is ongoing until March 2020. VINTAGE TRANSMITTER HAS TIMELESS HOLIDAY MESSAGE This for listeners December 24th. Details are available at alexander.n.se UNITED KINGDOM 5 watt railway level crossing radars at 24 GHz Ofcom has published proposals for new regulations regarding the use of certain short range wireless devices, including 5 watt Railway Level Crossing Radar Sensor Systems in 24.100-24.350 GHz band They are also consulting on revoking an existing licence exemption for railway level-crossing radar sensor systems. These systems are used by Network Rail to monitor railway intersections and detect obstacles that may cause damage to moving trains. Virginia high school engineering and technology teacher Melissa Pore KM 4 CZN, who also serves as an ambassador on the U.S. Education Committee of ARISS, was named as the recipient by Orlando HamCation, which started the award in 2018, presenting it to New York-based educator Carole Perry WB 2 MGP. Melissa, is a veteran educator, a Technician class radio amateur and deeply involved with her school's ham radio and engineering clubs. Her previous work with students included helping grade-schoolers at St. Thomas More Cathedral School create the first satellite that was ever built by an elementary school. The implementation of an Emergency Services Computer Aided Dispatch (ESCAD) system for Ambulance Tasmania milestone see the completion of the integration of emergency systems across all emergency service organisations in Tasmania, including Police, Fire Service, Ambulance and State Emergency Service. ESCAD enables real-time sharing of incident details, resource location, hazards and warnings as well as status tracking between Police, Fire, SES and Ambulance agencies. The expectation is that this will improve operational response time and the safety of frontline responders and the community (sourced to vk7wi news) Amateur Radio supports Pony Express re-enactment The Pony Express provided mail service between California, and Missouri, using relays of horse-mounted riders in the mid 1860's The route was roughly 3,000 km, through country inhabited mainly by Indians with a few scattered white settlements in the western United States. The Pony Express is re-enacted annually, with riders galloping day and night to carry the mail across the country. Ham radio operators provide emergency communication for this event across the remotest sections of the route, using a variety of base and repeater stations, handheld and vehicle-supported radios.
